No, it wasn’t but they significantly lowered the odds, after the period where they removed the gems entirely (and everybody was back slashing at Rovio). It’s a means to shoos the community and bring better ‘ballancing’ (= more profit)…

Deadend just showed up in the token exchange for 7500 tokens. I had only 700 tokens left, so cost me a hefty amount of gems, but still worth it!

And make sure you have space for the materials in your silo. Materials converted to coins don’t count!
