One strategy for Under Dwell Level 11, Like Clockwork, is to detach Viking with a horizontal cut. Wait for the sticky lift to come down, and pick him up. When at the top, release the right structure to drag the ice block the right. Finally, cut Viking away from the structure, and let him drop into the boat.

When you cut the hammer loose it can bring the whole mechanism over (the ball with two ropes attached to it, rolls off the moving structure), then cut the whole thing off.
