The strategy for A Corrupt Sheriff Level 3-1, Candy Store, is grab the axe out of the wood pile below. While you’re there, you might as well reveal a bunch of hidden items: Tap the candy above the sheriff four times to reveal a teddy bear; ring the pink bell and tap the mailman to drop his package of candy; and tap the chimney of the right building to shoot out a candy cane. Keep an eye on that chimney and free the ferret when he pops out. Climb the tree, cross the tightrope, and grab candy from the first window to finish the treasure objective. Throw three candies from the right window to force the sheriff into the barrel, then cut down the giant lollipop. Finish by collecting the package, piggy bank, and teddy bear.

I waited a couple of minutes, and I believe that you have to click the Ferret before you cut down the giant lolly-pop, due to the fact that his little animation is to run on it like a treadmill for a couple of seconds!
